During the Cold War in 1960, the Russian leader Khrushchev and his American counterpart actively exchanged threats. However, the American government does not suspect that Russia is developing nuclear warheads in a place close enough to bombard their mainland. Sensible Russian military and engineer Oleg Penkovsky transmits evidence of Khrushchev's plan of action to the American embassy. American CIA intelligence cannot work in Moscow due to conflicting relations between the countries, so CIA agent Emily Donovan turns to British intelligence MI6 for help. They plan to find a person in Moscow who will establish contact with Penkovsky and receive further information about Russian nuclear warheads. However, to do this job, they need an amateur person whom the KGB will not suspect, and so they find a traveling salesman named Greville Wynn. Greville is a simple businessman who moves around the world, making contacts and selling goods. When MI6 approaches him about their secret mission in Moscow, Greville hesitates a bit, but later agrees. His task is to act as a courier between Penkovsky and MI6. Through Greville, intelligence receives information about the top-secret Soviet nuclear program and its secret base in Cuba. In exchange for this information, the CIA promises Penkovsky the safety of his own life and his family, but the KGB finds out about their secret espionage mission.
